Cyclone TU 150 E boot up problem

Cyclone TU 150 E will not boot up. Floppy disk does not operate and message, after Bios details and ram passed, "previous boot incomplete - Default configuration used" then "keyboard error". A single bleep and then screen clears. Next the bios details reappear and it repeats all over again. Can you offer any advice to help me sort this out please.

It could be the 5 volts power supply just need tweaking up a bit as it trips out around 4.9v
