Fanuc 21i-m memory card drip feeding triac

Help needed. Trying to drip feed program from compact flash card. I can load program from card to machine so i know I can access card. Unfortunately machine doesn't have enough memory. I have been pulling my hair out and reading various forums all relating to using m198 followed by p1234. Most forums mention

O0001;
M198 P1234;
M30;
%
How do I get the percentage sign before program number on machine? Do I need it?
Is there a simple way on the 21i that I'm missing?
What parameters do I need to change.
