Customer asks if can set up a default reference point for the coordinates of the robot arm within the control software VR CNC Milling v. 5** so it does not have to be written into the program each time (G28). Is Micromill capable of doing this?

Hardware/Software: Go to User Control Panel > Profile
Enter as much information about your CNC hardware and software as you can - it makes it easier for everyone to know what you're talking about then.

If I understand you correctly, then no.
Unfortunately, G28 has never been implemented to allow for a different "home" position to be specified.

It is down on the new feature requirements list :)
