Doesn't sound too healthy :? It does sound like an electrical noise problem. A few suggestions... I can't rememeber the actual mappings but some clues.... Use the ALT key for the mode key alt-h = home, alt-j = jog) Try other values for the same keys on the tutor keypad. Eg. the tutor may have had Q, R, S, 0, on a single key. So if S doesn't work on the QWERTY try Q or R or 0 I'll try and dig out...

This sounds like the output from the ATC controller to the drawbar solenoid is permenantly on, or the keyswitch is permenantly closed (and so the drawbar is permenantly in the release position).
