according to the sprint diagram there should be 10v on pin 1, it might only become enabled when the drive is turned on, for testing you could just put a switch across pin 4-5. The voltage on those Pins at 250 (slowest speed ) is 4.6 -4.78 DC , fluctuates
the voltage on the pins at 4000 (highest speed ) is 6.7 - 7.32 DC , fluctuates

It doesnt get near to 10vdc on full speed
