Viceroy TDS 12/16 sharpedge

We have a viceroy tds 12/16 sharpedge machine in our DT department and at present trying to remove the wheel. We have removed the nut and washer but are unable to remove the flange plate holding the wheel in position can anybody advise how to remove it, does it require a special tool of some kind ?

On the subject of this machine does anyone know where to get a wheel dressing stick and what the cost would be for it.
