If the Tool changer is picking up the wrong tool then it means it has lost position and needs to be reset.

Note ? Ensure the sensor is not faulty and correctly adjusted next to the circumference of the sensor activation disc

On the indexing mechanism there is a sensor activation disc with a flat cut on it , a sensor is set so that it reads a signal on the circumference of the disc but loses the signal when it is opposite the flat. For 2 rotations of the disc (Tool Changer Motor) you get the tool changer to index one tool position, therefore you can be 1\2 a pitch out as well depending on when the toolchanger went faulty. Because the toolchanger design utilises a Geneva type mechanism it locks the toolchanger in position while the motor is turning. Hence what you have to do is use the VR Milling software (Depends on the version) to index the toolchanger until tool position No 1 is opposite the spindle and then execute M-code M27, this resets the toolchanger counters at the current position.
If the Indexing option is not available on the software you have to manually turn the toolchanger motor by hand, this can be difficult because of the Geneva wheel mechanism so take your time until tool position No 1 is opposite the spindle and then press M27 to reset.
