HELP WITH TOOL OFFSETS

i have starturn 8
The problem it is that tool offset functioning as it would be supposed. When it changes the tool and should it goes to the particular place, it goes other.
I have made those who write the handbook and the tools go to different point, and no there that I have declared the 0,0. It can tell me somebody precisely the steps.
When I charge also the program afterwards what it will be supposed I follow ????
