Have you looked here http://www.lathes.co.uk/senior/ . My neighbour has the same mill although the motor has been changed for a 3 phase motor and inverter from Newton Tesla IIRC. What's the rather tall cover on the top, quite a bit taller than a normal fan housing.

If you look in the NextMove manual, it's easy to find online, it gives the max current output for the 12V at 10mA so it's not going to power your laser and likely can't be turned off while the board is running. I presume you're going to use the laser in place of the router so what about using the SG...

Sounds like it may be the capacitor, if you don't have a meter with a capacitor test range then you could just try and spin the motor shaft manually and see if it starts. You may be right about the need for the transistor drive for the inputs to invert the signal and drive the optoisolator, I haven't traced the input circuitry to see how it's wired yet and very little information online about the board circuitry. You can often get rebuild kits for the AC Delco pumps at tractor supply places or classic car parts suppliers but these days a new pump may not cost much more.

If your Asea Orac motor is the same as mine you may already have found the wiring legend cast into the underside of the wiring cover as Martin noted but here's an image of mine. Somewhat better than the usual paper label I've found degraded in most motors.
