My advice for FWIW is to buy a reasonablby priced 4th axis direct drive or belt drive type, the worm and wheel type wear very quickly unless you pay big money for a high quality one. I have a Sherline one on a Triac and it really isn`t very good, when I get the chance/time to get back into my works...

You mention that they maintain constant torque to 3kW although on my machine plate it says 2.2kW. Does your machine have a higher rating? I wonder if I would lose anything with 230V Delta as that has constant torque up to 2.2kW, the same as the rating plate on the machine? Sorry, should have said 2...

From my notes, the parker SD drives were set at 2A for X and Y, with Z running at 3A. I thought I had the motor part numbers somewhere, along with the datasheets, but I can't find them. What fuse have you checked?

Depending on the exact setup, there is likely to a main power supply fuse (which should be OK as the control rack is powered), then another DIN rail mounted fuse just for the spindle, then there could be another fuse on the actual speed controller itself.

It depends on your BOB.

Better ones will have the 0-10V circuitry isolated, provided you use an isolated supply (usually requires 12V), which is easily done with a DC to DC isolating supply.
And some will have an isolating supply on board.

Have you got a link to the BOB you're using?

My Cyclone never came with one, and now that I've nearly got a new control panel made for the Triac, I'd quite like to make one for the Cyclone, rather than just have a computer sat on top.

I can make one, but I was hoping somebody would have one lying around to save me the hassle.

I've not currently got a feeds and speeds calc installed to calculate the required spindle torque, however I suspect that size cutter will be pushing the limits of the spindle. You have to remember, if the spindle is rated at 1kw at 3000RPM, then at 800RPM, you've only got around 260w of power at 80...

Next step would be to do some testing for power with everything powered up. Start with the basics. With the cabinet open, turn the power on, then activate the spindle. Check that there is power on both sides of the main fuses, just to rule out any faulty fuse holders. Next check for power at the spi...

Have you tested the fuses with a multimeter, or just visually?

Have you tested the fuse on the spindle drive?

Do you hear a click when you try turning the spindle on?

It could be a custom seal.

I'd think the best place to try would be somewhere that overhauls/repairs hydraulic rams.

Having just checked the first Triac brochure I've found, the spindle was rated at 1HP (I think some were lower, and some higher). So going by the KBIC manual (http://www.kbelectronics.com/manuals/kbic_manual.pdf - page 11), you need the resistor for 1hp on 180VDC, which should be part number 9841.
